Rob Sweatman Consulting (RSC) is the commercial (sole trader) entity for Rob Sweatman. Rob is a programme-scheduling specialist with over 35 years of broad construction industry experience that started out in professional quantity surveying.

Rob is fluent in the planning and project co-ordination requirements for both the design and the construction aspects of project delivery. The programme is primarily a communications tool for time and its relationship to cost. The time related aspects of delivering the project are logically planned, layered and mapped out. Rob’s preferred programming software is P3 / P6 / SureTrak and MS Project which enables computer time analysis forecast and measurement status reporting. Effective co-ordination of the project enables the proper control of the cost, time and quality elements essential for the management of successful delivery.

Rob Sweatman Consulting specialises in the delivery of development projects both large and small. RSC has been trading since 2000 in independent professional construction planning services to the building and engineering sectors primarily. However, being fluent in the art of planning also enables a high degree of flexibility for tasks outside of construction development.

Project Management is all about the safe delivery of your project on brief, on budget, on time and to the required quality standard. Cost, time and quality issues all require specialist management.

Project programming deals with the timing and timeline aspects of your project. RSC is an experienced planning professional with projects involvement from initial concept through to completion. The essential element of project planning is the project programme which is a construct of timelines, relationships and milestones. In many ways the programme is like a road map for the delivery of the project. Constructing the project timelines requires logical and methodical planning. The tools used include the ability to ask appropriate questions, detailed construction industry knowledge and experience, appropriate technology and applied practices & resources in the development of the project programme. The programme is primarily a communications tool used to focus the attention of a myriad of specialists and their resources on the critical project time objectives.

Programmes are prepared for specific purposes. Some are developed to provide an overview in high-level detail by working from the top down as in the case of a development programme which incorporates design phases, contractor procurement, construction and commissioning. By contrast, the bottom up developed programmes are used for the more detailed processes. Trade package detailed procurement schedules and resources schedules can also be associated with the various programmes.

The programme can also be used as the basis for the on-going co-ordination of the project elements associated with the construction process. These elements include the various design consultants (and documentation programmes form a key part of this process), approvals, procurement, and FF&E.

To maximise the value of the initial programme investment, and on-going status and updating service can also be provided.

Naturally there are two sides to a contractual agreement. Time management is an essential tool for both parties and RSC has experience on both sides of the contract.

Contractual claims usually arise in the absence of effective project controls. From a time perspective, the assessment of contractual claims involves the identification and quantification of the contractual entitlement.

For both claim preparation and the assessment of a claim, the essential process involves a methodical assessment of the planned versus actual programmes to provide the level of clarity that can be understood by the legal and commercial associates. Once entitlement has been identified and proven, the identification of related costs, negotiation and settlement of claims follows and usually quite quickly.

RSC can also tailor a training programme to provide an insight into time control and programme preparation.
